- Jesse Harlow, Renewable Energy Manager, Michigan Public Service Commission: Since starting with the Michigan Public Service Commission in 2006, Mr. Harlow has had a number of regulatory and policy related responsibilities working on renewable energy and distributed generation, integrated resource planning, distribution planning, gas and electric choice matters, demand response and resource adequacy. Jesse earned an engineering degree from Michigan State University. He currently manages the Renewable Energy Section within the Michigan Public Service Commission which focuses on renewable portfolio compliance, renewable energy cost reconciliations, PURPA related issues and assisting cross sectional and cross divisional integrated resource planning efforts.
- Douglas Jester, Managing Partner, 5 Lakes Energy: Douglas Jester is Managing Partner at 5 Lakes Energy, where he specializes in economic analysis and modeling for energy policy, and in expert witness testimony before utility regulatory commissions. Douglas attended New Mexico State University, Virginia Tech, the University of British Columbia, and Michigan State University. His major fields of study included mathematics, biology, statistics, industrial engineering, animal resource ecology, and economics. He has been employed by the Michigan Department of Natural Resources, MCI/Verizon, Automated License Systems, Michigan Department of Energy, Labor, and Economic Growth, and 5 Lakes Energy. He also served as Mayor of the City of East Lansing. Douglas and his wife reside in a net-zero, all-electric, certified Passivhaus and drive a Ford Mustang Mach-E.
- Jeff Clark, Sales Consultant, NorthStar Clean Energy: Jeff has over 40 years of utility and deregulated energy experience in both the natural gas and electricity industry. He has worked primarily with C&I customers throughout the United States in structuring natural gas and electric contracts. Jeff retired from Schneider Electric’s Energy and Sustainability Service’s group and primarily focuses now on assisting Michigan’s electric choice customers in implementing the requirements of Public Act 235, along with a few other demand and supply-side projects.
