Event Description The City of Milan will be honoring Millard Phillips Monday evening, October 25th at the City Council Meeting. Millard Phillips has contributed a historical page to the city of Milan, being the last Village Council President and the very first City of Milan Mayor, serving the city some 25 years in those capacities. Millard has remained very active in the community, and serves as Treasurer of the Milan Public Library. A proclamation will be read in his honor and light refreshments served following council session
